Yes and yes. Neither CPU really chugs energy and the PRIME A520M-K does indeed accept the 5800X3D.
Might need a BIOS update first; not sure about that one.
The motherboard *technically* supports the x3d but it will probalby thermal or power throttle at high load because the power stages on the board look pretty weak. The PSU will be fine though.
650W PSU is enough assuming you're not running some unknown brand with no rep. Motherboard is compatible after you update to Bios 2423
