What do you mean you “left your SIM card on for iMessage “? You don’t need cellular data on at all for iMessage, it registers your number with the iMessage service. If you responded to any message with SMS (green instead of blue), that is counted as roaming.
As in my cellular plan was turned on (I was connecting to a carrier here) but I had roaming off. I did not respond to any SMS or make calls so I am not sure why it activated roaming for those days

This is why you were charged, your phone was still connected (roamed) to another carriers network which is why you were charged. In the future turn on airplane mode and then turn on Wi-Fi.

Thanks, I will try calling. Hopefully they see that i’ve literally had zero usage and will waive it for me
Apps leak data regardless if that option was turned off.
I understand, and I also hope they will understand and waive my charges as any customer service would do
If they can't waive them, best to just deal with it.
Local sim is your best bet next time around.
The roaming feature only blocks data usage but not voice or text, which is why I suggested the airplane mode method for the future; calling in may get you nowhere or they may do a one time credit however if they don't do anything then go through the link I provided above.
You can't turn your cellular plan "off". That would mean getting it suspended.
I'm pretty sure Bell will charge you for anything using your cellular plan, even though it's sent through wifi. Like iMessage activation is done through a "hidden" sms sent automatically by your iPhone.
if you want to be sure to not pay roaming fees, force your phone to say on Bell's network (manually select network instead of auto) before leaving the country. This is what I do on my wife's iPhone... and she never got roaming charges for using her cell phone on wifi when traveling
Those charges are legitimate since you were obviously roaming.
Airplane mode, Wi-Fi calling for next time. Or purchase a local SIM (and disable iMessage until you return to Canada).
