This chittering is pretty much reserved for prey, it’s like an excitement noise. They’re talking about a tasty little morsels hopping out on the lawn.
Shockingly neither of the cats I’ve owned did/do it. Vader is pretty quiet* and Mushu would just hysterically meow at anything that moved beyond the window. I’ve never even seen a cat chitter IRL!

now that you mention it... im not exactly sure how many of our cats did it, as i dont have distinct memories of it happening. it may have just been our fat indoor cat.
Can also signal annoyance if directed at humans but will generally still be to the thought process of food.
My old cat used to do it if we didn't get what he wanted from his Meows. Almost as if to say 'you useless meatsack, FEED ME GOD DAMMIT'
