They’re boat houses! The rather ornate one on the end is owned by Melbourne Uni though, most belong to private clubs (some over 140 years old).

It's pretty dead at the moment, because we're in lockdown, but it's normally quite bustling. In the last census, the Melbourne CBD had a population density of over 25,000 people/km^2. The two big skyscrapers on the left are both residential, for example.
